I had big problems with so called "permanent" pens a couple of years ago and found I was losing much valuable information from my labels. I use both Red and black pens which were so called Staedlter Permanent markers. I found that they are NOT fade resistant as advertised, so complained. I was referred to the small print on the Black pen packs (does not apply to coloured apparently) which states that the blacks are moisture resistant BUT NOT light resistent. I have since changed to Stabilo WRITE-4-All which I checked with the maker first and have had absolutely no problem with those.
I suppose the safest option is always pencil, but I found that fades by grubbiness over time.
